- <p> The question was supposedly answered in the 1984
- Sino-British Joint Declaration, which gives the territory back
- to China on July 1, 1997. But Beijing is trying to speed up the
- schedule--in practice if not formally. Since October, China
- has been challenging the colony's plans to go ahead with a
- $16.3 billion project to build port facilities and a new
- airport. This month Beijing said the British had no authority
- over issues "related to or that straddle 1997." Although the
- air facility is scheduled to open before then, China argues
- that because the project will have a financial impact far
- beyond 1997, it should be consulted.
- </p>
- <p> To British and Hong Kong officials, the import of Beijing's
- tough stance is clear: "China wants a veto power over all major
- decisions here before 1997," said an official. After a meeting
- in Beijing last week with Chinese Premier Li Peng, Sir David
- Wilson, the British colony's Governor, said the government was
- looking at "adjustments" to the development project.
